New updates and improvements

### Overview

The HPEC Changelog records **meaningful network evolution**, not cosmetic updates.

Because HPEC is **governance-driven infrastructure**, changes are:

* Intentional
* Backward-aware
* Announced through governance, not marketing

> If something appears here, it **matters to operators, services, or governance**.

### Versioning Philosophy

HPEC does **not** follow traditional semantic versioning.

Instead:

* Changes are grouped by **network phase**
* Governance decisions may introduce breaking changes
* Stability is enforced through policy, not version numbers

### Network Milestones

#### CMHPEC Network — Genesis Phase

**Initial Public Network Formation**

**Introduced**

* CMHPEC secure mesh
* Autonomous node bootstrap
* Zero-dashboard participation model
* Governance-controlled onboarding
* Worker-only K3s agent deployment
* Declarative node labeling

**Notes**

* Nodes join using a single bootstrap operation
* No operator credentials stored locally
* Network authority remains DAO-controlled

Deprecated items will be listed with:

* Documented with limited detail
* Applied automatically
* Enforced without operator action

This is intentional.

Network integrity takes priority over disclosure granularity.
